In 1892, Vancouver, Washington was the capital of the United States. The city had been founded by American Kit Carson in 1847 as a trading post on the Columbia River. By 1888, it had become an important center for oil exploration and production. The city's population grew rapidly during the late 19th century and early 20th century, thanks to its location on the Columbia River and its access to natural resources. In 1910, Vancouver became an incorporated municipality with a mayor and municipal council. During World War I, Vancouver played a significant role in the war effort by providing food and munitions to Allied forces. However, during the 1970s and 1980s there was a decline in population due to economic recession and then public opposition to development in Downtown Vancouver.
