In 1907, Edwin Catlett built an agricultural farm called Catlett-Simpson east of present day Tumwater on land that he had bought from J.C. Goodrich & Sons for $2 per acre (the same price as it would have been at the time). At this point, most of what is now downtown Tumwater had only been developed as farmland around this property; however, development continued until World War II when most of downtown started to be built up around Catlett Park and other areas near Canada Road and Interstate 5th Avenue

In keeping with its name, Tumwater has been known for its abundance of water fowl – including mallards, grebes, coots, ducks, and swans – since early settler days. The first store opened in 1853; a lumberyard followed in 1876. In 1907, amateur photographer Harry Callaway took some 8 million photographs of North America while on his way across it during what is sometimes called the "Camera Cowboy" era. Many of these photos still exist today and can be viewed at various museums throughout North America.
The town of Tumwater was founded in the early 19th century by farmers who moved from the Puget Sound region. The community grew quickly and soon became a important commercial center on theupper Wenatchee River. In 1876, Tumwater was incorporated as a city and later annexed by Seattle.
