In 1870 brickyards were constructed along Third Avenue north of Cow Creek Road near what is now First Avenue NE . By 1880 more than 100 businesses were located within one blocks of Third Street NW between Seventh Avenue NW and Eighth Avenue NW . Manufacturing companies included Jardine Brothers Wagon Works (later Bicknell Corporation), Portland Cement Company (later Asahi Glass Co.), American Can Works (later National Can Company), Spokane Brewing Company (later Seagrams) among others In 1899 incorporation of City of Tacoma followed by incorporation of City of Everett on July 1st 1902 uniting all three cities into one municipality with individual tax rates but also sharing services including trash collection etc .. On January 14th 1906 Tacoma incorporated as an independent city vowing never again to be integrated into any municipal organization .. Nonpartisan Cook Political Report gives total voting enrollment for both cities at just over 500 people each making them two tenths or less majority representation size required for passage through state legislature etc .. With membership like this most issues faced by municipalities like fire codes building permits zoning regulations funding etc can easily be negotiated&resolved without prioritia
