In 1851, when Tacoma was founded as a town by settlers from both King County and Washington Territory, most of what is now Tukwila was included within Tacoma limits. When Tacoma became an incorporated city in 1907, much of what is now downtown east of Pioneer Square (northwest of University Avenue) were annexed by Tukwila as well; this annexation created a large civic center north of Pioneer Square which remains today one of the most important economic cores for the city. streetcar service began serving Downtown Tacoma from 1914 until 1969; during this time many stores close at night because there was no need for streetlights then. In 1897, William McKinley was elected president of the United States and his administration began efforts to open up new land to settlement in western Washington state. This included plans for a railroad extension through this region which would connect Tacoma with Seattle and other cities across the Sound; those efforts failed but led to increased interest in developing this area by entrepreneurs such as Jethro Hilliard. In 1907, when Everett was consolidated into Seattle as its second city after being spun off from Tacoma, Hilliard purchased 1/4 acre (0.2 square kilometer) of shoreline east of downtown for $5 per acre (1 hectare).
