In 2000, Measure R passed through King County voters that would have put Tacoma into annexation bySeattle if it had not been vetoed by then Mayor Norm Rice because of opposition from various city leaders including City Councilmember Don Curran Sr., who felt that annexation would mean more money for Seattle rather than development within RCW limits which he saw as an important part of his Neighborhood Services District program which focused on increasing housing opportunities for low income residents in northwest King County
