The city has been inhabited by humans for over 10,000 years and at its peak as a commercial center in the early 19th century, Tacoma was home to over 100,000 people. The original inhabitants of Tacoma were the peoples of what is now called Puget Sound. In 1851, Fort Hill was built in honor of Ulysses S. Grant during his visit to Olympia (now Tacoma). The fort served as an artillery battery that could also be used for civil defense purposes in case of attacks by Native Americans or criminals. In 1862, Congress approved the Donation Land Act which provided land grants to residents of Puget Sound for settlement. The first farms were established in Tacoma in 1865 by Colonel George Stephenson and Captain David Dixon Gray. By 1870 there were more than 150 houses and businesses in town. During World War I, Tacoma played an important role as a training ground for American troops. After the war ended in 1918, many businesses closed down due to reductions in military spending throughout America; however, Tacoma continued to grow due to its position as an economic powerhouse within Puget Sound region. In 1949-1950 when Pierce County was created from part of King County*, Tacoma became one of the county’s first jurisdictions* (*Pierce County was created on November 15th 1949 via an act passed by the Washington state legislature.) In 1970-1971 when King County began providing services such as social welfare programs and prisons through county jails*, Tacoma experienced another wave of growth with new housing developments popping up all around town*. During this time period there also emerged a trend among developers towards high-rise buildings with downtown being seen as a potential site for: (1) An international airport; (2) A major shopping mall; or (3) A new freeway interchange leading into Seattle*. However it wasn’t until 1994 that plans surfaced for what would become known as “The doughnut hole” – an area located near downtown where no development had taken place since before World War II but still had residual floodplain properties* (*Floodplain properties refer to those areas that have been damaged or destroyed because of floods.) The Doughnut Hole designation reflected how much progress had been made over the previous few decades but still left much work remaining *(*See map below)* . Today’s resurgent economy has led local officials and developers alike To consider various aspects associated with redevelopment suchas public transportation connections including streetcar lines connecting downtown with other parts of MetroSeattle*, job opportunities available within transit systems like SeaBus RapidRide* (*SeaBus actually started operations on December 1st 2009!)* *. Additionally recent projects such as Riverfront Park have increased interest around both Downtown & riverfront neighborhoods making it easier accessorize properties nearby while preserving historic character *(*See video below about Riverfront Park*) .
