In 1865 Mayor Charles Evans proposed that Seattle be annexed into King County but no action was taken . On July 16th 1870 residents voted 3-1 against annexing Seattle despite pressure from mayor Charles Evans . The vote represented an early example of partisan politics in American government . The annexation proposal did not come up again until 1889 when it was floated by then Mayor Augustus Stenhouse Jr .. In 1898 voters approved annexing Seattle even though this time there were efforts to convince them not to based off concerns about potential traffic problems
