In 1851, Tacoma joined the state of Washington and became its capital. In 1907, new legislation created Tacoma's city government and increased its size from 30 to 50 blocks square. The growth of Tacoma led to a series of efforts to improve conditions for residents, including a plan to build a streetcar system in 1909 and the creation of the first fire department in 1912.
