Spokane, Washington is a city in the U.S. state of Washington and the county seat of Clark County. The area that would become Spokane was first settled by Native Americans in around 1000 BC. In 1847, General James K Dowding appointed Colonel George Wright as Military Governor of what is now Spokane County after General Winfield Scott's army defeated Indian forces near present-day Black Lake. The town was named for General Dowding's older brother-in-law, Nathaniel Banks. In 1881, when Spokane County was created from part of Clark County, housing interests lobbied to have their own incorporated town so they could sell land for homes and businesses without competition from other towns in the county or outside it. The resulting incorporation referendum held on December 12th approved incorporation by vote of 59% to 41%. On November 3rd 1890, voters in nearby Kennewick voted to incorporate as well; this led to an ongoing conflict over which city should be the official seat of government between Kennewick and Spokane until 1903 when both cities were merged into one municipality under a new charter creating Spokane City Councilmember representation with one vote per ward (the number increased to two after annexation into King City). As early as 1875–76 Spokanites had built a log cabin known as "The White House" west of downtown on what is now Hayden Road just north of Interstate 90/US Route 99W (Howland Avenue), across from modern day Joe’s Pizza restaurant on Red Hill Drive NW today's Republic Boulevard NE from I-90/US Route 99W (Spokane Valley Blvd.). This cabin served as temporary headquarters during regular business hours while council members met at various locations including First Presbyterian Church located east side down Hayden Rd., former Grange Hall on 7th Ave SW today’s home plate Pavilion Gym & Rec Center adjacent KeyArena used for basketball games before leaving for good January 1st 1893 when permanent building began next door at current location parking lot southwest corner 6th Ave SW between Prince Rupert Way NE & Sibley Street only 4 blocks away

In 1968, Spokane annexed the neighboring town of Lacey.
