This led to the development of the .22 caliber rifle as a means of self-defense in the valley. The current arms laws that govern firearm possession and ownership in Spokane Valley originated in 1934 when President Franklin D. Roosevelt signed Executive Order 6255 which outlawed any type of gunsmithing on U.S soil without a license from the Department of Justice (DOJ). This order was designed to reduce organized crime within America by helping law enforcement officers confiscate illegal weapons from criminals and provide citizens with better access to arms for personal protection. Spokane Valley is a small town in the Soo Loma area of eastern Washington. It is bordered by the Spokane River to the north, the Columbia River to the east, and the Muskegon Heights Hills to the south. The population was 9,572 at the 2000 census. The name Spokane comes from various Cree words meaning "swamps" or "valley." The first settlements in what is now Spokane Valley were made by fur traders working for Russian fur companies in 1811. By 1814, there were over 20 buildings in what is now Spokane Valley. By 1850, there were over 200 people living in Spokane Valley. The first school in Spokane Valley was built kindergarten-age children taught by Miss Jennie Lewis starting on November 15, 1854. In 1870, a post office was established and mail was transported between Whitman and Squaw Creek via horse and cart until 1865 when an electric streetcar system was installed. In 1886, lumber company president Simeon Skelton donated land for a new high school which would house both public and private schools together under one roof. The construction of this school began on October 10th of that year and it opened its doors on December 8th of that year! Today’s high school serves as a vital part of community life with programs such as business incubation and entrepreneurship classes as well as athletics including football (the Spokesmen), basketball (the Chiefs), volleyball (the Warriors) and track & field (USATF). In addition to its educational importance High School has been home to many famous alumni such as basketball coach Rick Majerus who led his team to three NCAA Championships before he retired; defensive lineman Julius Erving who became an All-American at Syracuse University; tennis player Steffi Graf; actor/comedian Chevy Chase; author Steve Jobs

In 1853, the Spokane people established a village called Muskegon on the banks of the Spokane River. The village consisted of about 20 houses and was destroyed by a flood that year. In 1889, the City of Spokane was organized when it seceded from Muskegon County. The city had a population of about 350 residents and commercial activity consisted of general store, post office, blacksmith shop, grocery store and flour mill. Of particular note were two churches: First Presbyterian and Methodist Church. Spokane Valley experienced significant growth during World War II due to its proximity to military bases in Seattle and Tacoma. During the war, much production took place at Boeing plants near White Bird Lake while other businesses such as automotive manufacturer Ford produced munitions at nearby factories such as Canamax and Alcoa. There were also several large-scale housing developments constructed during this time including Stadium Hill which housed approximately 1,200 civilian workers who built ammunition dumps around Mount Rainier National Park; Northwoods Towers which housed up to 1,500 soldiers stationed at Fort Lewis; and Hi-Q which developed into one of Eastern Washington's largest homebuilders with projects such as Sproul Plaza in Richland Hills and Meadow Lakes in Squalicum Heights
In 1846, the first white man to set foot in what is now Spokane Valley was John C. Fremont. He and his party of three built a cabin on the headwaters of the Spokane River. The area became part of Washington Territory in 1847, and by 1860, there were over 100 small settlements in the valley. In 1897, Spokane Valley was included within the newly created city of Spokane.
