In the early 1800s, the land in Shoreline was first leased from the Washington Territory. The area that is now Shoreline was undeveloped and rural until 1872 when a group of businessmen, led by Colonel John McLaughlin, purchased 2,500 acres of land on Puget Sound to make a new town. They named their town after George Washington and his army during the American Revolution. The town quickly became a major port for goods coming from Tacoma and other nearby towns. In 1907, Congress passed the Harbor Act which authorized dredging of harbor channels so that ships could dock at Pier 21 in downtown Shoreline. The dredging started in 1908 and within five years, both sides of the Strait had been filled with sandbags and locks created to hold vessels while they were turned around. By 1912, there were over 50 shipyards operating out of downtown Shoreline. The city government began to grow rapidly as businesses moved into new buildings along First Avenue North between Queen Street and Union Street. In 1916, Mayor Harry Hull proposed developers build a park on what is now Pioneer Square across from Union Station to honor Puget Sound’s history as an agricultural center during the late 19th century (see photo). After much discussion among business leaders and residents alike, it was decided that instead of building a park, money would be raised through private donations to fund construction of what is today known as Seattle Center (see map). This event marks perhaps the most significant development inshore involvement with Seattle since Puget Sound became part of modern Washington State in 1959

On Nov. 6, 2017, the Shoreline City Council unanimously passed an ordinance that expands the city's high capacity conversions program to include all businesses and organizations with a gross revenue of $1 million or more. The new program will provide financial assistance up to $5 million in order to help business owners achieve their conversion goals. The council also decided to add another funding stream for the program which will be used to support businesses that have achieved significant growth over the past year and who have demonstrated exemplary performance in terms of customer service and sustainability.
