Sedro Woolley was an American historian, public servant, and diplomat who served in the United States Department of State from 1875 to 1895. He is best known for his work on the Washington D.C. area history and for his role in eliciting U.S. support for the English-speaking Community of Canada during the First World War. Woolley was born in Worcester, Massachusetts on December 12, 1835, the son of Nathan Woolley and Lydia (née Sizer). He attended Dartmouth College before studied law at Trinity College Dublin where he graduated with a degree in 1858. He then worked as an attorney in Worcester until 1861 when he moved to Boston and joined the staff of the United States Historical Society there as an associate editor. In 1865 Woolley was appointed head of research at the newly created Bureau of Foreign Relations where he remained until 1870 - a time when foreign policymaking was largely a matter within the hands of cabinet members rather than scholars like himself. In this position woolley developed a strong interest in Canadian history and culture which would later lead him to become one of Canada's most prominent historians during both its independence movement and wartime years; during these years he also served as acting director general for international relations at Queen's Park (1914-18). In 1875 Woolley was appointed head of statey affairs at The White House where he remained until 1889 when President Grover Cleveland made him ambassador to Great Britain where he successfully advocated for closer British-American ties – including through lobbying efforts that culminated with passage of The Clayton Act by Congress on October 2, 1890 which formalized America's entry into World War I via Lloyd George's signature legislation.). After serving as ambassador to Londonuntil 1893 woolley returned to Washington D.C., becoming acting commissioner for external relations under Elisha Graygood before being named permanent commissioner without portfolio on February 1, 1896 following Cleveland's death that year. During his tenure as permanent commissioner woolley increased U.S.-British co-operation in areas such as trade, science, finance, propaganda, war materiel supply and transportation; among other accomplishments he helped establish diplomatic missions throughout Europe (beginning with Paris) while also helping develop America's first military airfield near Quantico Virginia Beach – now Arlington National Cemetery – making it possible for Americans living abroad to safely do so without fearof espionage or enemy attack.. The outbreak of World War I interrupted Woolley's career but didn't stop him from continuing his advocacy work either; after returning from England he traveled extensively across Europe speaking out against militarism and supporting peace negotiations; eventually leading America into war itself despite significant opposition within their own government due largely to financial motives unrelated to national security ().
