Sedro Woolley, Washington was founded in 1907 by John J. Sedro and Charles H. Woolley as the town of Woolley. The name comes from its location on the Snake River between Roanoke and Wenatchee. The population grew rapidly after World War I, and in 1922 the city incorporated as a town. By 1930, Sedro Woolley had a population of over 100,000 people. During the 1940s and 1950s, Sedro Woolley became one of the leading towns in Washington for high-capacity conversions (HCC). Known as "The Mall," these projects were among the most successful ever undertaken in Washington State at that time. In 1984, Congress passed a bill designating Sedro Woolley as an economic development center for Western Washington.
