He returned to Olympia and began practicing law. In 1828, he married Maria Clements; they had two children. In 1829, Woolley was elected as a Democrat to the United States Congress, serving for four years. During this time, he worked on various legislative issues related to his home state of Washington. In 1849, Woolley became a Republican member of the United States Senate; he served until 1861 when he resigned because of his support for Confederate forces during the American Civil War. Afterward, Woolley resumed his practice in Olympia and died there on January 3, 1924.
