In 1865, Congress passed an act entitled An Act To provide For Roads And Bridges Across The Columbia River And Other matters relating thereto, which provided for creation of roads within King County by donation from private individuals or groups of such individuals with no means of repayment except through property taxes levied on real estate within said county . This legislation laid out boundaries for what would become King County including Sammamish Township and portions of Pierce County
