It is part of the King County Metropolitan Statistical Area and it is surrounded by Seattle to the south and east, Tacoma to the north, Bellevue to the northwest, Redmond to the northeast, and 17 miles (27 km) wide by 14 miles (24 km) long by 0.5 mile (1 km) wide (the eastern border is along Interstate 5). The first permanent settler in what would become Richland was James A. Wetmore who came over from England in 1851. He named his land "Wetmore" after his brother John Wetmore who had also landed there that year. In 1855, George Stephenson founded an ironworks here and named it Stephenson Ironworks after himself and Sir George Stephenson who had built London's Waterloo Bridge. In 1872, Elisha Sprague opened Sprague Mill at present day Grays Harbor Boulevard and named it Richland Mill after himself which set off a series of grain mills throughout much of Richland until 1903 when sprague mill #2 was established on Alaskan Way SW near today's Evergreen Ballpark - this mill continued production until 1907 when production relocated to Harborview Paper Company on Columbian Way NW which became defunct in 1957 due to heavy competition from nearby Renton paper company Pacific Paper Corporation - thus ending one era of continuousRichland mill production! In 1886 when annexing parts of Seattle into its city boundaries, Richland became a separate town with a population of about 25 residents - this community later merged with Seattle for political reasons in 1912 under mayor Edwin Norris as part of City Beautiful Plan!. Amongst other things during Mayor Norris' term were construction of new libraries/museums/schools; installation or renovation of many streetlights; establishment or enlargement of several parks including Lake Washington Parkway Park; installation or renovationof numerous water flow features including two small dams located upstream from current day Grays Harbor Boulevard just west of Central Avenue NE; addition or expansionof several driveways leading into various neighborhoods within City limits while also initiating or sponsoring numerous civic projects such as construction or beautificationof downtown streetscape.; erectionor renovationofthe now extant Richardson Hall tower complete with commercial space occupying most top floors... all this work took place while richardson hall remained largely unoccupied!Mayor Norris left office following election victory by Seldon Howell followed byリセントボールアクション! In 1932 Mayor Otis Fuller increased funding for public works programs but upon taking office found that funds were running low so he initiated development plans for downtown involving demolition/ reconstruction/replacementofthedecked portionsofrichardsonhallandestablishmentofthesquaretowernowKnownas Fuller Tower which became fully operationalin1935!! This event markedthe beginningof an era where Richlanders began enjoying some level ol prosperity although Harold Moss still managedto bring about significant budget cuts amidst growing rivalry between mayors !! After Mayor Fuller's death in 1933 however poor financial conditions led tomanyupdates TO THE CITY CABINET DRAFT PLAN AND MUCH OF WHAT HAPPENED FROM THEN ON WAS REALLY JUST A SURPRISING WAITING GAME FOR THE NEXT MAYOR!!! During World War II Richlanders did participate militarily supplying military camps within their city limits though they ultimately refused overtures for service because they believed that they were not needed! post-war life saw rapid growth as many people returned back home once war ended !! only slightly slower growth occurred during peacetime as demand for housing dwindled!! By 1990s however economic recession caused many layoffs throughout city government leading to increasing licentiousness among citizens known locally as "The Slump."
