In 1990, then-Governor of Washington Don Kennett signed into law SB 982 which required shooters to wear hearing protection when firing their firearms outside of homes or businesses. This law was supposed to keep children from being hurt or killed by gunfire while playing outdoors. In 1995, then-Governor Kennett signed into law HB 4665 which amended SB 982 to make it mandatory for all individuals over 18 years old who were purchasing a firearm to have an identification card with their photograph listing them as an owner/operator of any shotgun or rifle that they were using for hunting or target practice within 36 hours prior to purchase date (the deadline for registration under HB 4665 had been set two weeks earlier). This amendment also made it illegal for anyone without such a card to possess any firearms whatsoever without first registering with local police. These changes went into effect immediately following the Richland shooting according to police records reviewed by KRCW Newschannel 3 . This legislation was part of Governor Kennett's efforts to increase safety around schools during school shootings throughout his tenure as Governor; however, it has not always been successful in keeping Shooters from harming innocent bystanders . In 2002, then-Governor Kennett vetoed SB 1070 which would have made it legal for those 21 years or older to possess handguns without having first gotten a license from another state . Finally in 2013 Gov Vaughn Walker signalled his intent towards signing into law Initiative 789 , which would have made it illegal for anyone over 20 years old with no criminal record to own any handgun regardless if they resided in Oregon or not ; however this measure metwith strong opposition both from political leaders and NRA lobbyists who succeeded in holding down its passage until May 14th when Walker finally agreed – through executive order –to veto I-789 despite public criticism . As mentioned previously, these incidents illustrate just how difficult it is police forces across America are tasked with trying to keep shooters off our streets; but even more so given that these incidents happen right near schoolchildren who could be seriously harmed if something were ever committed against them while they're playing innocently outdoors!

Richland is a town in Snohomish County, Washington, United States. The population was 6,811 at the 2010 census. It is part of the Seattle metropolitan area. The first permanent settler in Richland was George Stephenson in 1853. A post office calledrichland was established in 1855, and remained in service until 1889. The first school in Richland was built on what is now State Route 524 by Reverend John Fenton. In 1861, the townsite of Richland and Glenwood were merged to form one town under the name Richland-Glenwood. In 1928, a dam across Cascades River was completed north of town and named "Richmond Dam". Richmond became an incorporated city on December 3, 1959; it had a total population of 32,510 as of 2000. On November 4, 1958 voters passed an ordinance authorizing annexations of unincorporated areas within Richland-Glenwood to become cities or towns; this authorized annexation by Everett and Lynnwood into Everett on November 17 that year and by North Bend into Lynnwood on January 1st 1959. Annexation to those communities occurred on January 3rd 1960 with a total population of 54 people (Everett: 21; Lynnwood: 36). On October 1st 1978Richmond-Langley voters approved incorporation as a city after years of debate over whether or not it should be done since there wasn't enough land for it within the boundaries that had been set aside for the community when they were created back in 1928 as well as other concerns about how much services would be provided by the new city when compared to nearby towns like Everett and Langley which already had populations larger thanRichmond-Langley combined at that time due to their incorporation into larger municipalities

After years of growth, Richland became an incorporated city in 1894. In 1925, the city merged with neighboring Spokane to form one consolidated government.
