In 1915, Puyallup organized itself as a town under statehood and renamed itself after General George Armstrong Custer during World War I commemorating America's victory over Germany at Tuzla Ridge (). Pierce County acquired all of Washington Territory east of Snohomish River from Mexico on November 16, 1912 (except for certain land around Mount Rainier which was ceded following negotiation). As such, all of what is now Pierce County excepting portions located withinchantral King County were added to Washington Territory on January 3, 1913; these areas became part of Multnomah County effective February 14th that same year(). As with most towns founded before 1910*, annexation into counties took place gradually throughout much of Pierce and Multnomah Counties over time due largely to political considerations: adjacent rurallands had been annexed by neighboring counties precisely because they were fertile farming country with ample water supplies or timber resources – not because their residents desired incorporation into larger communities where services might be available only through county government (as many did not do until after World War II when annexations became an integral part of local politics).
