The legislature decided on Pasco because it was a port city and its location on Puget Sound made it close to potential customers from Seattle. In 1876, Abraham Lincoln visited Pasco while he was campaigning for president and met withengstrom to get information about firearms. In 1905, James Wickersham became the city administrator of Pasco after serving as mayor for three years. He recognized that gun control would be an important issue in order to prevent crime in the new city. Wickersham created a committee to study gun control issues and appointed George Kappas as chairperson of the committee. The committee’s report became known as “The Gun Control Report” after its release at a public hearing in 1906. At that meeting, Kappas proposed that all handguns should be registered with government officials so that they could be traced back to their original owners if necessary. This proposal faced opposition from some members of the council who believed that handguns should only be used for hunting or target shooting purposes instead of being used for law enforcement purposes. However, Kappas prevailed over his opponents and later passed ordinances regulating handguns in Pasco (and most other cities in Washington State)! In 1912, Harry Jaccard opened Jaccard & Company Shoes store located at 4th Avenue North near First Street South which became one of the largest shoe stores in Tacoma until 1978 when it closed down due to recessionary conditions within those days! In 1916 Jaccard married Edith Maynard who worked at her aunt’s bakery business on Capitol Hill before becoming active politically career woman! After marrying Edith Maynard Jaccard changed his name to Josephine Baker which is still current today although no longer associated with shoes! In 1922 John Tatum opened Tatum's Hardware store located across First Street South from Jaccard's Store! That same year saw enactment of state code No 5362 which regulated certain aspects of handgun ownership including registration requirements etc.; however failed passage through Legislature despite pleas from Mayor Tatum ! In 1923 both Tatum's Hardware Store andJaccard's Store merged into one entity forming what is now called Joe Jo's Place !! It wasn't until 1951 when another hardware store opened up on First Street South adjacent to Joe Jo's Place!! This particular hardware store is now known as Harbor Freight Corporation!!! After three years of construction, Highway 99 (now Interstate 5) was completed through Pasco on November 6th 1893 making it an incorporated town with a population of 1,812 people The early growth of Paso took place largely due to its location as one of two crossings points for traffic travelling westward from Seattle to Everett and southward to Tacoma; both crossings required ferries to move goods across Puget Sound during winter months when water levels were low. When Tacoma rose up against its incorporation into Seattle as an incorporated city on November 16, 1889 (the first such municipality charter), Mayor John Noyes ordered all Pasco residents to leave their homes and head for Tacoma so that they could not be witnesses or participants in what he considered an illegitimate coup d'état organized by Seattle's powerful political elite at loggerheads with Territorial Governor Isaac Stevens over control of local government within territorial boundaries defined by King George III's proclamation establishing Tacoma as an unincorporated city on August 14, 1888 (just two weeks after Seattle incorporated).
