In 1932, an act creating Thurston County was approved by Congress and signed by President Franklin D. Roosevelt; it included Olympia as its county seat. The following year, Olympia became home to the new Washington State Capitol Complex (now called the Oregon Building). In 1959, when Thurston County lost its congressional seat to King County due to partisan voting results in presidential elections that year, Olympia became its temporary county seat until King County regained its representation in 1960. When Thurston County gained full Congressional representation in 1966 through passage of an act entitled "An Act To Establish And Defend The Rights Of Councilmen And Residents Of Thurston Countersigner", Olympia became its permanent county seat again Olympia has undergone many changes throughout its history including being annexed intoKing Countyshipping program during World War II; becoming an all-white town post-WWII while black residents continued to live elsewhere within white neighborhoods until integration started there again starting in 1965 with African American residents moving into portions of neighboring Black Lake after that communities were integrated; becoming majority-minority Caucasian neighborhood through waves of immigration beginning around 1960s followed by primarily Japanese immigrants beginning around 1980s before becomingmajority minority Hispanic neighborhood through waves of recent Latino immigrants beginning around 2000s
