In 1913, Olympia incorporated as a city under the name of "Olympia". The first mayor was Averill Halsey (1881-1948). In 1915, Mayor Halsey convinced the City Council to pass an ordinance legalizing handguns without permits; this ordinance became effective on May 1, 1916. On December 3rd 1912, George Chapman shot three people dead at Kitsilano Heights Secondary School in Vancouver before killing himself with one of his guns
