The history of Oak Harbor begins with the arrival of some Scandinavian immigrants in the early 1800s. These settlers built a log cabin on the banks of the Okanogan River. In 1887, Oak Harbor became an incorporated town and began to grow quickly. By 1912, it had reached its current size. Today, the town is home to many businesses and institutions including the University of Puget Sound and Northwest College.

The first village in Thurston County was settled by farmers in 1855 and named "Oak Harbor." A post office was established in Oak Harbor on March 25, 1857, and remained open until it closed on December 15, 1907. In 1959, Oak Harbor became a town when it joined the county. The original community included 14 homes and a few businesses. The name change came about because of its close proximity to Tacoma and Olympia. According to the 2000 census, the racial makeup of Oak Harbor was 98% White; 2% Black or African American; 0% Native American; 2% Asian; 1% from other races; and 1% from two or more races. Hispanic or Latino residents made up 3%. At that time there were no Asians living within city limits so this number may be underestimates as some people did not identify as Japanese/Asian at that point in time

The post-war boom had another impact on Oak Harbor--it became increasingly diverse with both residential development (including many low-income housing developments) and commercial/industrial growth that contributed to Oak Harbour's nickname "The City of Opportunity." In recent years, Oak Harbor has seen continued growth as an attractant for jobs in technology, education, healthcare and other industries; however, some residents have voiced concern about proposed changes to zoning laws that would allow more large businesses into their community while also reducing space available for smaller businesses. On December 4th, 2017 the city council passed a resolution opposing any changes to local zoning laws without input from residents which will be sent back to committee before final decision can be made
Oak Harbor was founded in 1853 by Captain John Couch and his family. Oak Harbor became a town in 1871 when it was annexed by Seattle. The town had a population of only 100 people when it incorporated as a city in 1907. In 1916, the City Council voted to rename the city "Seattle" after Henry Hulse, an early settler who donated land for the city's initial boundary. The name change did not take effect until 1923 because of vagueness in the city charter.
