They found some good land but it would be another few years before they could build a home on it because no one knew how to do irrigation systems correctly. In 1892, Captain Richardson reorganized Puget Sound Navigation Company as an entity called "the Northwest Company" with himself as its first president In 1912, Captain Richardson donated 4 acres (1 ha) near the shipyard for what would become Oak Harbor A year later in 1913, Oak Harbor received its charter from the Northwest Company which defined it as "…an unincorporated territory within King County bounded by Spokane Street on the north side and Lake Union Boulevard on the south side." One ofCaptainRichardson's successors as President of "the Northwest Company" was his son-in-law Charles Iverson Oak Harbor saw rapid growth during World War II thanks to naval activity off Puget Sound and its adjacent communities including Moses Lake Naval Shipyard which became known as "the Navy Yard". With so much industry moving into or through their neighborhoodsOak Harbor residents had little choice but to get involved in local politics even though they did not have much say in government decisions . After Pearl Harbour Oak Harbor joined other communities along Puget Sound that formed Tacoma's first city government In 1955 Mayor David Niven appointed Dr. Jock O'Connell interim City Manager until he could find someone better qualified Drummond Peebles took over from Dr. Niven after he resigned due to health reasons;Peebles served until 1969 when he was succeeded by his wife Patrice Pettit Pettit Patricia Pettit Pettit served until her death in 2002; she was followed by her husband Doug Pettitt who served until 2013
