In 1885, James River Company founder George Stephenson offered to buy property at Wappinger's Point for $1 per acre if it could be improved for shipping purposes by building a wharf and dock thereon. A few years later, Stephenson donated land for what would become downtown Oak Harbor which he called "The Battery". By 1905, Oak Harbor had reached its present size with over 100 businesses including several banks and two hotels - one being 425 Second Avenue known today as Peninsula Hotel & Conference Center. During World War II (1939-1945), Oak Harbor became one of the largest areas controlled by Japan due to its strategic location between Puget Sound and Vancouver Island - making it easy for Japanese forces to move troops and supplies across both borders without being detected or attacked by friendly Americans or Canadian forces operating in adjacent districts]. The town became an important commercial center during the early years of the Northwest Territory, but it declined after Oregon seceded from the United States in 1848. In 1861, Oak Harbor was incorporated as a city under Washington state law. It grew quickly again during World War II due to its importance as a naval base and for its role in helping supply Seattle with goods and munitions. In 1949, Oak Harbor merged with nearby SeaTac to form Seattle-Oak Harbor-SeaTac Airport.
