Dowell took control of the county government following this loss and quickly began building infrastructure such as roads and jails needed for county growth during what would be known as the Great Northwest Railway Boom period – an era when rail transportation played an important role in rural America During this time period many businesses opened up throughout King County due to increased demand for goods transported through Puget Sound
