By 1984, however, approval had been granted for management by operators and employees until 2003 when federal ownership was transferred to Hydro-Quadrant Corporation effective 1 July 2004 pursuant to Federal Power Act §1001(b). The City of Moses Lake annexed portions of Clearwater County in August 2009 through annexation as per WA State Laws §9A-101 et seq.. On May 25th 2016 Council voted 3-2 not to annex any more unincorporated parts of county due lack of support from residents
