Monroe, Washington was a small town in eastern Washington until the early 1800s when it became the county seat of Benton County. In 1872, Monroe became part of King County and remains its largest city to this day. The club continued to be active until 1904 when all local shooting galleries were closed by county officials because they saw no need for them given that rifles could be obtained more easily from other sources. The Town of Monroe began as an agricultural community with husbandry being its mainstay economy until well into the 20th century when mills became ubiquitous in this part of Washington state due to their importance in supplying flour for local breadwinners and other types of products exported from the state beyond agriculture than could be grown domestically or produced within village limits

On July 4th 1912, Mayor George Parker inaugurated a new parkade on what is now First Street NW between Constitution Avenue NW and I Street NW
