In 1865, President Abraham Lincoln signed an executive order creating the U.S. Cavalry Division headquartered in Monroe that included three regiments of horse artillery called the 1st Wisconsin Volunteer Cavalry Regiment (Monroe). This regiment served under General Winfield Scott during the American Civil War. After the war, many of these soldiers returned to Monroe and began AGAIN using gun targets as a source of inspiration for their artistry! Monroe, Washington was the site of a gunfight that occurred on October 8, 1812. The event took place in the town of Monroe between American militia members and British riflemen. The Americans were led by Captain John Armstrong, while the British were under the command of Lieutenant Colonel George Custer. The fight began when Armstrong's force encountered a detachment of British soldiers positioned around a ford on the river. Armstrong quickly ordered his men to fire into the group, which caused several casualties among the British troops. Custer then ordered his men to charge towards Armstrong's unit, but they were met with heavy gunfire from both sides. As neither side was able to gain an advantage over the other, both groups retreated back towards their camps. When news of this battle reached America, it generated widespread anger and frustration amongst patriotic Americans who saw their country being invaded and fought against by a foreign nation. This situation escalated into what is known as "the Monterrey Incident". In response to this attack on United States soil by a foreign country, President James K Polk issued Executive Order 9982 which barred any further military engagements with Britain or any other European nation without congressional approval.
Monroe was a small town in Washington State when it became the capital of the United States in 1789. The town was named after James Monroe, the first U.S. president and brother of President George Washington. The area that later became Monroe was part of present-day Spokane County when it was organized as a county in 1853. The town consisted of about 400 residents at its peak in 1830, but by 1870 its population had decreased to 100 people. Most of the population moved away from Monroe during the mid-19th century because of increasing competition for jobs in larger cities. However, a few residents stayed to maintain agriculture and other properties around the town center. In 1930, Monroe received city status and began to receive government services like streetlights and watermain replacement programs. In 1945, Monroe lost its city status and reverted back to rural status until it regained it in 1972 under then Mayor Marty Walsh. Today, Monroe is an agricultural community with a small downtown core surrounded by fields and forests.
