From the time of Washington's first land grant in 1792 until today, gun security has been a top priority for the City of Mercer Island and its residents. In 2012, another important measure was passed by the City Council regarding handgun regulation: Regulation Order No 2-2A which requires all handguns sold or leased within Mercer Island must be registered with city government by September 15th annually regardless of whether they are possessed or used outside ofMercer Island boundaries (i.e., if they are owned or leased out). The order also bans anyone from possessing more than one handgun at a time without prior written consent from city officials (i.e., individuals who own multiple handguns must surrender them all together to city officials upon request). Despite these precautions being taken, there have been occasional incidents where firearms have been stolen or used inappropriately on Mercer Island residents. In 2013, for example, someone stole a rifle from a resident’s home while he was away; however, this is the first reported incident involving gunfire on Mercer Island since Regulation Order No 2-2A became effective in 2012. Still others have occurred where individuals failed to properly register their handguns or failed to provide adequate notification to city officials should they change addresses on campus or leave town for any reason (i.e., individuals who transfer firearms between different residences will not be subject to this regulation).
