Prior to that time most decisions affecting city government were made at the township level or below due to lack of unified leadership within the community since there was no single municipalityatcher responsible for all aspects of city governance including zoning and development control; these matters were handled through committee meetings with different members having overlapping jurisdiction over different areas within town limits which sometimes caused difficulty resolving conflicts between them. During Wesson's term many important changes took place such as integrating streetlights into municipal services with funding from county coffers resulting in less maintenance costs for citizens while also providing better lighting throughout town center areas which had been difficult prior; furthermore this gave village residents an opportunity to participate directly in local decision making instead of just watching from their homes sidelines while their municipalities fared poorly overall. After his departure Mayor Norm Rice replaced him with former councilmember Rick White who successfully implemented much needed change such as creating a planning board which oversees zoning decisions and adopting new regulations governing building codes; this enabled Lynnwood to resume its role as an economically strong community striving for high quality standards despite budget constraints typically encountered by smaller communities along Seattle's urban periphery where redevelopment has become more common without similar financial/planning backing from larger centers like Lynnwood which has seen increased gentrification values associated with it recently especially near I-5 exit & Seawall Boulevard roadway junction where valuable light industrial land once stood before being razed years ago leaving only undeveloped water views visible today.; finally White resigned effective May 1st following months long struggle against increasing pressure within City Hall trying to remove him amidst reports he had failed miserably on various fronts claiming high levels resistance among rank & file SPD officers who viewed him favorably given his past record

Lynnwood is the fifth-largest city in King County and the second-largest city east of Seattle. It is also one of the fastest-growing cities in America. The first Europeans to arrive in what is now Lynnwood were French traders and fur sealers who traveled up the Puget Sound in search of new land to trade with. The first permanent European settler was James Irvine, who purchased land from Shellac Tribe members near present day Everett on November 3, 1851. In 1852, Samuel Hubbard established a trading post on an island off the north shore of Lake Washington which he named Hubbard Island after himself. In 1855, John Haggerty erected a log cabin near present day Pioneer Square on what became known as Haggerty Point for his son George Haggerty Sr., who had just founded Tacoma Bay Company. On July 15, 1861, during the American Civil War, Confederate General Robert Easley invaded Washington Territory and occupied Lynnwood while looking for supplies needed to continue hostilities against Union forces under Ulysses S. Grant throughout much of 1862 and 1863. Aftermath of this skirmish left many casualties among both sides including two killed by Confederate snipers overnight inside Lynnwood's limits while residents slept; those killings remain unsolved to this day On December 5th 1865 US President Abraham Lincoln died at Ford’s Theatre located two miles (3 km) away from downtown Lynnwood when shots were fired in celebration outside immediately following his assassination by John Wilkes Booth After Lincoln’s assassination most people living east of Market Street likely turned their backs on Lincoln’s body cordoned off by soldiers until morning when mourners could freely approach him . Federal troops then took control effective January 1st 1865 allowing free access to citizens within its boundaries . As result few if any remains have been found from that time period however it appears that some Confederates may have hidden behind tree trunks/ bushes out of sight
