Lynden, Washington is located in the Yakima County seat of Interlake. The town was founded in 1881 by John H. Lynden and named for him. In 1916, the United States government acquired land at Interlake to build a military post. The site was changed to Lynden in 1918 after its completion. The town's first rifle range opened in 1922 and eventually became a state-of-the-art facility with over 100 targets available for shooting. In 1941, President Franklin D. Roosevelt visited Lynden and announced plans for the USAAF to establish a airbase there. That same year, Lynden High School moved from its original location on Euclid Avenue to become the new home of the USAF Air Base Southwestern Wing (ABSW). ABSW remains an active duty USAF base today and is one of two bases that house Tactical Air Command's three wings - First Air Force (FAF), Ninth Air Force (NAVY), and Tenth Air Force (NORAD). In 1979, President Jimmy Carter made gun control his top priority when he took office. He ordered then-Secretary of State Cyrus Vance to develop strategies for dealing with international arms traffickers and organized crime groups that were using American firearms dealers as fronts or cover operations. In response, Vance directed AB SW Director General Don Armstrong to research ways to make target holders more difficult to use without compromising their safety or effectiveness as projectiles by developing new technologies such as guard rails and bulletproof vests that would prohibit shooters from attaching devices beneath or around the targets' feet while they are firing them off at close range. This change in policy essentially allowed civilians to participate in SAR competition, something that had been prohibited before. With this increase in civilian participation came an increased demand for these devices as shooters began using them more extensively at long ranges
