In 1814, United States Congressman William Lusher proposed that Congress create a district stretching from Puget Sound to the Pacific Ocean as part of the Indiana Territory. This proposal was accepted by Congress and on February 14, 1815, the Northwest Territory was created including present-day Washington State. The first permanent settler in what is now Washington was Captain James Cook who explored and mapped much of this area in 1792 while exploring northern Vancouver Island. The explorer named parts of what are now Seattle and Bellevue after him including Cooktown on Lake Stevens – which still stands today - and Cape Disappointment on Juan de Fuca (now Mount Rainier). The first American school was opened in Olympia on April 20th, 1861 by Reverend J. D. Reid from Tacoma public schools; it replaced an earlier small schoolhouse built near Puget Sound Navy Yard where students could come for instruction only during wartime times due to military restrictions on teaching outside U.S.-controlled territory
