By 1860, there were over 100 residents living in Kennewick; by 1870, there were more than 1,000 people. In 1907, Japanese American soldiers who had been interned during World War II disembarked at Kenowack Naval Shipyard to begin their mandatory military service out of Japan. Many of these soldiers had grown up in Kennewick or nearby Tacoma and brought their Japanese culture with them when they left America. As part of their service requirements, they were required to speak only Japanese while working on naval vessels overseas. Governor John Kitzhaber ordered all businesses within one mile (1 km) of Navy Yard closed on November 2, 1907 due to public safety concerns following reports of possible espionage activity by US military personnel using local language skills as cover. This order effectively stopped any commercial development within a radius of 1/4 mile (500 m). However, business owners continued to operate despite this ban until 1915 when Commodore Hiram Sibley replaced Kitzhaber as governor. In 1916, Sibley ordered all businesses within one block (2 km) of Navy Yard reopened under government supervision; this policy allowed some limited commercial development but did not reopen any factories that had been closed earlier due to regulations set by Commodore Hiram Sibley himself
