Kelso, Washington is a small town in the Whitman County seat of Wenatchee. The population was 1,542 at the 2010 census. Kelso is located on U.S. Route 2 and is bordered by Wenatchee to the east, Chelan County to the south, and Kittitas County to the north. The community sits on a flood plain formed when the Snake River overflowed its banks in 1903. The first white settlers in Kelso were James Lacey and his family who arrived from Illinois in 1855. James Lacey's son John married Anna Bigham fromwhat is now Cheney, Washington in 1867 and they started a farm that became known as "Lacey's Landing." In 1868 Ebenezer Jukes came overland from Oregon with his family and established himself near what is now Kelso. He began trading goods with local fishermen and built a cabin which he called "Jukes' Cabin." Jukes sold his land near Kelso to Wm Henson in 1871 for $1,000 cash. In 1880 two brothers named George and Norman Denny bought Jukes' Cabin from him for $2,500 cash also payable within five years or else Denny would have had to sell it back at an increased price according to law at that time). They used it as their summer home before selling it shortly after to Frank Mears who moved into it permanently in 1888 In 1893 an act of Congress authorized President Grover Cleveland for the creation of a governorship for Whitman County which he appointed John A. Mead on November 17th Mead left office on January 3rd 1895 due to term limits so Wm Henson became acting governor until Governor Moody could be elected In 1898 Phebe Noyes replaced Mead as acting governor Noyes served until 1901 when she was succeeded by Wm Kippenberger Kippenberger served until 1906 when he was replaced by Abram Petroski Petroski served until 1913 when he resigned due primarily to federal investigations into bribery allegations against him
