In 1847, Major General George Custer led an army against Sitting Bull and his Sioux people west of present-day Spokane Falls in what is now northwest Washington Territory. The battle ended with General Custer's death and most of his army lost including 5 percent of his unit which became known as the "5th Cavalry." This event helped spur Congress to pass the Indian Removal Act of 1830 which kicked start what would become over 50 years of U.S.–British colonization and land grabs among Indigenous nations throughout North America culminating in American – Canadian entry into World War I via Treatyof Versailles where Canada ceded most Western Canada to the U.S., including Federal Way; all this while Federal Way continued to be undeveloped save for a few homes scattered around its rural core In 1910, Mayor Noble Hargrave appointed Averell Harriman as Commissioner for Public Works intending him to modernize Federal way and make it more responsive to changing needs such as Municipal Railway service within its boundaries Averell Harriman then named Municipal Engineer Clarence Wickersham who began planning development that included widening streets, building public transportation (Lumina Streetcar), developing parks like Pioneer Park northwest corner on First Avenue NW and connecting it with new industrial developments northeast on Interstate 5 near CenturyLink Field) One result was federally funded road construction starting from east side arterial roads leading southward through neighborhoods adjacent to City Hall until reaching Interstate 25 just south of downtown before continuing northeast across University District towards University Link Drive beyond today’s SR 520 Bridge site Restoration work continues today with ramps leading down I-5 southeast out onto SR 520 followed by a long descent back down I-5 northwest into Downtown Federal Way

In 1851, the first federal government building was erected on what is now Federal Way Boulevard in Seattle. The building served as the capitol of Washington until it was burned down in 1857. In 1861, the new Capitol Building was constructed on the same site and served as the national capital for a brief period before being destroyed by fire in 1865.
