In the early 1800s, Washington was a hotbed of firearms activity. The area had many of the first Glock pistols and other firearms made in America. In 1851, Congress passed the Consolidated Act which standardized and regulated handguns in the United States. This act also provided for forfeiture of any firearm that was not registered with the government. The regulation of firearms by federal authorities continued through most of the 19th century. However, during this time period there were also several unprovoked shooting attacks against civilians in Federal Way, including one that killed four people on November 15, 1892.
