Federal Way is a city in King County, Washington, United States. The population was 25,546 at the 2010 census. Federal Way is part of the Bellevue–Fremont–Snoqualmie Metropolitan Statistical Area. The first Europeans to visit what is now Federal Way were fur traders in the late 18th century. The town was founded on November 10, 1853 by John Cowlings and his brother-in-law, Nathaniel Briggs. In 1865 it became a county seat and remained so until 1907 when it was annexed by King County. In 1890 Congress approved an act to create a central post office in Seattle and named Federal Way after Washington's 27th congressional district which included most of what is now Federal Way. At that time all of King County was part of Seattle. The first postmaster general for Washington Territory was James Kapp and he recommended naming the new post office after General George Wright who had led Ulysses S Grant's army during the Battle of Honeymoon Creek near present-day Tacoma in 1864. After much debate among Post Office Department officials, General Wright's name was chosen as the new name for the town square where mail would be delivered to residents from downtown Seattle through an open trench called "the Ditch" A building known as "Wright Hall" served as headquarters for federal employees living in or adjacent to Federal Way from 1907 until 1949 when they were moved into nearby Snohomish County Courthouse which had been built on land grant from Chief Bogart in 1893 . In 1948 Interstate 5 bypassed Federal WAY entirely and today only one street (Highway 99) remains connected with Wright Hall property via an access road . The population reached 25,546 by 2010 census estimate; this number has grown rapidly over recent years due largely to annexation into neighboring Snohomish County following I5 construction within its borders
