On January 3rd 1861 when Tacoma became a municipality it passed an ordinance giving its citizens "the right of voting by ballot at all public elections for members of both houses in all civil offices within this territory." On February 14th 1861 Mayor Denny Morton proposed that City Council pass an ordinance granting residents "a general election every two years" but due to lack of support he resigned after one day. A group led by John Haines staged a successful campaign to have City Council pass an ordinance granting voting rights to all citizens not just municipal employees on October 1st 1862 which was accepted unanimously by City Council before going into effect November 1st 1862 On December 12th 1865 during Sherman's invasion of Washington State General Nelson Acheson ordered General McClernand's 8th Infantry Division across Lake Stevens Bridge into federal territory through what is now Federal Way and then turned northeast down Interstate 5 towards Gold Rushtown where they destroyed many homes and businesses prior to moving into camp near present-day Cheney It should be noted that despite having been destroyed many homes and businesses were not burned but rather used as target practice for artillery preparation during Sherman's march through rural King County
The first Federal Way post office was established in 1853. In 1861, the first courthouse was built on Federal Way. The population of Federal Way grew rapidly during the late 19th and early 20th centuries, thanks to its location near Seattle and its access to excellent transportation options. By 1920, the city had reached a peak population of over 100,000 people. However, due to World War I and the Great Depression, the city's population declined sharply in thelate1920s and 1930s.
