The annexation provoked a lawsuit by some residents who claimed that they were never given clear notice that they were being annexed and that their rights as citizens had not been honored. In 1911, Congress passed an act authorizing the creation of sister cities within each state within the Union so that residents of these towns could share resources and ideas together; Federal Way became one such city. In 1963, Interstate 5 was added to Washington State making Federal Way one of only two U.S.-based Interstate highways (the other being I-5 south from Tacoma). The following year saw construction begin on what would become one of Washington's most iconic landmarks - Microsoft's Redmond campus overlooking Lake Washington - with initial plans for just 10 employees working out of a single office building on top of an old flour mill site before things grew into what we see today with over 1 million employees occupying more than 100 buildings on both sides of Highway 99W across from downtown Redmond.
