Federal Way is a city in King County, Washington, United States. The population was 30,713 at the 2010 census. It is the second most populous city in King County after Seattle and the seventh most populous city of all of Washington state. Federal Way is also one of two cities in King County that have a population over 100,000 people. The land for what would become Federal Way was first settled by Native Americans in the 1790s. The first European to sight Federal Way was Capt. James Kmidecay on July 10, 1792 while sailing from Botany Bay to Hood Canal with his expedition led by Lt.-Colonel George Vancouver. The area now known as Federal Way was surveyed by Captain George Vancouver and named "Nisqually" after a nearby tribe of Nisqually Indians which he had encountered on his explorations along Puget Sound. In 1851, citizens of Tacoma petitioned Congress to create a town within their own limits near Lake Washington; this request was granted and Tacoma became the county seat of King County on December 12th, 1851. By 1870, when King County dissolved into several dozen independent counties, Federal Way had grown considerably but still lacked an official name or incorporated settlement. On November 15th 1890, voters passed a resolution endorsing the proposal to name the new town "Federal Way" after President Benjamin Harrison following his visit to Seattle two weeks earlier that year in order "to promote trade between our towns." This resolution gained passage via referendum and became law on November 30th 1990 (see below). On January 1st 1902 Rev John Wesley Emerson laid down the first permanent earthworks at what would become Interstate 5 near present-day CenturyLink Field before attending a dedication ceremony at Pioneer Hall later that month with then-Governor David Goodyear presiding.. After years of construction progress under various names such as "Hwy 206," it was finally dedicated as I-5 on October 26th 1978 by then-President Jimmy Carter during his final visit to Washington State as part of his Transcontinental Highway Program.. In early 2007 it was announced that I-5 will be renamed 'The Ben Franklin Parkway' in honor of America's third president following his death last year from prostate cancer at 78 years old.. The area that today makes up Federal Way was first settled by the Quinault tribe in the late 1700s. In 1851, after a referendum passed by voters in King County, Mr. Polk donated land to create what would become Federal Way. The first post office was established in Federal Way on December 8th, 1851. In 1865, when Seattle was incorporated as a city, Federal Way became its primary cultural center and remained so until grunge took over in the early 1990s. By 1927, when it had grown to over 1 million residents and designated as a second-largest city within Seattle proper (behind only Tacoma),Federal Way had achieved international recognition for its arts and culture scene through its membership in the National Arts & Cultural Center program from 1965-1992 under then Mayor Norm Stamper
In 1792, the first Federal Way post office was established on Federal Way near the present day University of Washington. In 1855, a depot and store were built at the corner of First Avenue and Federal Way. The store closed in 1865, but the depot continued to serve until it burned down in 1901. The first school in what is nowFederal Way was opened in 1876 by Mrs. Lillie Hargrave.
