Washington’s history with firearms starts with the first handguns, which were used by Indian scouts to signal their presence. In 1853, Washington state passed a law that authorized the importation of pistols and revolvers for general use. By 1865, however, it was evident that not all citizens were interested in owning firearms. The legislature established a private Auctioneers and Gunsmiths License in order to encourage gun purchases from licensed dealers. In 1906, the Legislature passed a bill authorizing stun guns as an alternative to gunshots for self-defense. This was followed by legislation in 1912 authorizing the purchase of airguns without a license. At this time, there were only ten registered airgun dealers in Washington state. But over time, regulation has ensued; now there are over two hundred registered dealers statewide and over one thousand airgun permits issued annually

Federal Way is a city in King County, Washington, United States. The population was 930 at the 2010 census. It is part of the Bellevue– Federal Way Combined Statistical Area. The town of Federal Way was founded in 1851 by Capt. James Wickersham and his wife Mary Ann Purdy as Wickersham's Landing on Puget Sound. In 1861, when the area became part of what is now King County, Captain Wickersham donated land to make up the present-day city. The first store in Federal Way opened its doors on November 6, 1872. The first school was built in 1875 and the first post office opened in 1886. By 1890, there were 10 stores, 10 churches and 30 homes with a total population of 190 people. In 1902, a general store burned down and destroyed most of the town's businesses; however, within two years another general store had been built and by 1905 all but one business had reopened. The current downtown core was designed by architect George Barnes with help from Seattle architect Isadore Lawrance; it opened to the public on October 15, 1907. At that time it consisted of 11 blocks with a total area of . In 1915 FWP created "Federal Way Plan" which proposed alternative plans for development including: (1) an inner ring road around City Hall which would have included new shopping centers along I-5 south between Southlake Boulevard and Union streets; (2) an outer ring road circling Capitol Hill which would have eliminated much surface parking near University Avenue east of First Street; (3) annexation or absorption into other cities through eminent domain if necessary to provide more open space for development; (4) establishment of a Park District for federal officials living within Federal Way limits who could use any parkland within their boundaries free from charge or donation to State or local governments; (5) establishment of county government annexations/assimilation into other counties should annexation be refused due to lack of available land or zoning changes/amendments thereto without royal decree from Governor Thurstonbecker rather than through council action pursuant to RCW 42A 0206 et seq.; these alternatives were considered during a study period lasting three years beginning on July 1st 1928 until May 1st 1930 under direction from then-Public Works Director Averell Harriman following recommendations set forth in "Washington State Planning Regulation No 3" issued by Secretary James Hargrave on April 26th 1927 (6) relocation or exclusion from city limits altogether if no plan can be developed which meets community needs despite objections raised by some residents such as those located near Interstate 5 where truck traffic has caused significant environmental damage over many years now numbering in the tens thousand per year according to recent research published online at Environmental Science Letters – http://www2.ncbi.nlm.*pubmed/24502760 – making room for housing developments adjacent Interstate 5 only after consideration given also to potential effects upon adjacent agricultural lands subject thereto including increased yields from marginal upland soils used for agricultureTN ; finally the original 1926 Comprehensive Plan determined that no major change could be made without causing unacceptable physical displacement among existing occupants resulting in loss both economic opportunities not only within Federal Way itself but also throughout King County generally since transportation facilities would have to be relocated elsewhere although this wasn't always possible due eitherto local opposition or financial considerations .....a final report dated December 8th 1936 recommended annexation into Monroe County effective January 1st 1937 ......... On January 17th 1937 while Mayor Allen Jaffe watched as annexation proceedings got underway he called out Order X … ordering all male citizens age 21 years old resident inside City Limits between 7 p m until they leave at 2 am curfew effective immediately…..This order represented an extreme formof discrimination against minority communities
