The city of Ellensburg was founded in 1881 by the merger of two small villages: Heidelberg and North Bend. The town grew rapidly, annexing other nearby villages until it had a population of over 100 people in 1905. In 1907, the legislature designated Ellensburg as the county seat for Washington County. The growth of the county and city led to an increase in traffic and development around the courthouse square. By 1913, there were five businesses on Main Street and over 20 people living in downtown. In 1918, Ellensburg became one of the first cities in Washington to be prohibitionisted; this decision was made to promote public health purposes. In 1924, a fire destroyed much of downtown; however, because volunteer firefighters responded quickly and did not lose any lives, this event is considered a victory for firefighting. In 1933, Mayor George Kapp approved plans for an expressway through town that would connect with Interstate 5; this project was later renamed I-90 after Governor Ronald Reagan signed Executive Order 8325 on May 6th which directed state agencies to study highway construction within their jurisdictions
