Des Moines, Washington is a city in the U.S. state of Washington, and the county seat of Polk County. The population was 1,829 at the 2010 census. It is part of the Spokane metropolitan area. The Des Moines River forms the town's main street and borders it to the east and west. The first European settlers in Des Moines were French Catholics who arrived in 1792 from Chaudière Parish, Quebec. They named their settlement after Saints Louis and Jacques de la Ferte (the two bishops of Quebec). In 1800, John Caulfield founded a sawmill on the riverbank near present-day downtown Des Moines, which became one of Iowa's most important economic engines until its closure in 1918 due to World War I efforts to control production by German manufacturers abroad. In 1851–1852 James Moulton built a gristmill on what is now First Street east of downtown Des Moines; this mill was eventually demolished and replaced by an oil refinery operated by Marathon Oil Corporation in 1957. The land surrounding First Street served as an agricultural market place for many years before becoming developed into today's downtown area around First and Independence Streets. A post office called "Moultonville" was established at this site in 1855; it changed its name to "Des Moines" in 1876 when it became the county seat of Polk County following territorial splitting off from Iowa Territory. On November 16, 1907, during construction of desalination plants on Clearwater Creek south of present-day Iowa City proper, workers discovered saltpeter resources that would later become key to Tulsa’s development as an import/export center for salt pork products during World War II; prior to this discovery there had been no commercial production or use for saltpeter outside Oklahoma City since 1886 when engineers first reported finding potassium nitrate rocks within 100 miles (160 km) southeast of Tulsa
