Covington, Washington is a town in King County, Washington, United States. The population was 9,521 at the 2010 census. It is the county seat of King County and home to Covington High School. The town was founded on July 4th, 1887 by a group of citizens who were dissatisfied with the location of their county's capital, Olympia. They petitioned for and received permission from the King County Board of Supervisors to establish themselves as an independent municipality. The first Mayor was A.J. Rousseau and the first City Council was made up of nine individuals: four homeowners/ landowners from Everett (northwest Seattle), two farmers from Issaquah (southwest Seattle), one doctor from Bothell (east Seattle), one printer from Puyallup (southwest Tacoma) and three teachers—two high school professors and one elementary school teacher—from Covington. On December 1st, 1889, the first election in which Covington participated saw George Stephenson become its first Mayor with 77% of the vote against incumbent Jno Van Dyke's 23%. The following year saw another victory for Stephenson when he ran unopposed in an election held on January 3rd after only five days notice had been given to all registered voters due to a threatened strike by local educators unions over pay increases that were set to take effect that day. In 1895 Stephenson became mayor again with 71% of the vote against challenger Lucius Davenport’s 29%. In 1902–03 city elections took place and Aiden Lewis won reelection as Mayor with 99% of the vote against challengers John Haines (1%) and Harry Sabin(0%). In 1904–05 Leland Wellington won reelection as Mayor with 98% of the vote against challenger James Fenton(1%). On November 5th 1905 Lewis resigned his position effective November 10th after serving two terms as Mayor with no interruption having previously served two terms as Councilman beginning on October 25th 1901 unexpired term; Fenton succeeded him effective November 11th upon Lewis' resignation becoming ineligible for re-election pursuant to WAC §122-101(3). In 1907 – 1908 City Councilwoman Anna Smith became acting Mayor until her appointment by Govt agencies due to unexpired term caused by death; she served until November 24TH when she also died without leaving any children behind so her vacancy filled by fellow Democrat Augustus Earp who then became actingMayor until December 7TH when a special election was called for because Anna's husband died suddenly less than six weeks prior giving Earp just over a month before he would have otherwise been elected should it not have fallen through; Earp resigned on December 15TH effective immediately becoming Director General Health & Welfare Department under new Govt Mandate effective January 1ST 1908 In 1912–13 Ilse Jorgensen Winters successfully challenged incumbent Arthur Everson for mayoralty but lost narrowly 33%-67%, making her only female candidate ever running for office inKing County history; Winters never regained office either during her own time or subsequent times she ran before joining forces wither former US Senator Sam Nunn in 1996 forming what is now known as "Nunn-Winters" political action committee which still actively campaigns statewide today
The town of Covington was founded about 1790 by the family of George Washington. The first settler in the area, Capt. James Robertson, built a cabin on what is now the corner of Second and Seventh Streets. The small community soon grew around this structure, with people trading goods and services for land and other resources. In 1814, Captain Robertson's son-in-law, John Neely also settled in Covington. By 1830, there were over 50 families living in Covington. In 1847, Washington County was created from parts of Grant and Whitman counties. Covington became part of the new county and experienced rapid growth during its early years. By 1865, however, population had fallen to just under 100 residents due to the Civil War locally fought between Unionists and Confederates.
