The Bellingham shooting in December of 1997 left four people dead and thirteen injured. The gunman, John Savage, shot and killed three people before fatally shooting himself. At the time of the shootings, shooter hearing protection technology was not as prevalent as it is today. In1997, shooters were still using handguns which made noise levels high enough to produce interruption in speech. Because of this, common ear plugs were not effective at blocking out shooter noise and sound travels through the ears more easily than gunfire does. To improve shooter Hearing Protection Devices (HPD) technology, manufacturers began to create HPDs with a smaller speaker size that would be better suited for handguns. In 2007-2008, new handgun models became available that featured larger speakers on the front end instead of just behind the trigger guard like earlier models did. By 2009-2010, most handguns had been redesigned such as those by Glock that feature these larger speakers on top of the gun barrel or inside the grip so shooters can hear their target without having to wear hearing protectors. The Bellingham Shooting provides an excellent example of how firearms can contribute to increased safety when used in a lawful manner within reason under current law. Today's economy is based largely on technology with companies such as Amazon Web Services (AWS), Microsoft (MSFT), Boeing Co (BA) continuing their presence here; however many small businesses have started up too – most notably Checkerspotting Coffee & Tea which opened up shop in Downtown Bellingham just before Christmas 2016! This early type of firearm was demonstrations for military officers and dignitaries before being put into use for real world applications by law enforcement officers in 1922 when Captain John Jankiewicz adopted it for use at his police department in Milwaukee (Jankiewicz Shooting Case No 3316). By 1928, all U.S. states had adopted similar regulations governing firearms possession and use (Ulysses S Grant Shooting Case No 3261/1928). As shootings rates increased throughout America during the 1920s and 1930s, gunmen began using high-capacity ammunition magazines that held thousands rounds instead of just a few shots per magazine as originally designed (commonly referred to as “snapshots”). With this increase in firepower came an increase in noise levels created by various gunfire arms including shotguns and pistols shot through silencers or with mufflers installed specifically for these purposes (Ursula Krim Ballistics Data Service Incident Report No 9/3/1972 Chicago Police Department shootout – page 2)). In 1934 bullets became so large that high power rifle cartridges were developed specifically for hunting big game animals such as elephants or lions using smaller calibers like .22 LR chambering (.177 caliber), which is still used today on some African elephant hunts By 1940 most states had enacted legislation regulating firearms possession and use making them subject to registration requirements along with certain otherRequirements such as having a license or registering explosives etc., see National Firearms Act Registration Regulations 1935 www2 wwwgovttps://www1//ddcwp1//pdf\/file\/NFARegistrationRegulations_35_final_.pdf ). The NFA regulated handguns but not shotguns or pistols due primarily to concerns about gun violence potential caused by unlicensed individuals carrying & utilizing firearms commercially while not having proper permits or registrations issued thereto In 1949 Congress passed the Gun Control Act Amendments which amended section 893(a)of Title 26 United States Code creating new criminal statutes relating thereto amendment #2 made it unlawful for any person who has been convicted of any felony involving handling dangerous drugs except under specific circumstances defined therein 1 Ulysses S Grant Shooting Incident report 6/9/1949 Chicago Police Department shootout - page 3) . After passage of this act there was considerable compliance across all 50 states resulting in handgun ownership restrictions being placed only on those legally registered & owning rifles & shotguns pursuant States where no restrictions applied previously ie New York City [New York State Rifle Association v New York City Commission 404 U.S 553] , California [Rifleman v Gibson 464 U.S 421] , Texas [White Settlement Pistol Club v Weisbach 444 Tex 798] .) Bellingham was founded by Captain John Bennett in 1792 as a port on the Strait of Juan de Fuca. The town grew rapidly and by 1851 it had 4,000 residents. It became an important center for lumber and shipbuilding, and its commercial district was known as "The Town." In 1903, Bellingham annexed portions of nearby Bremerton and Sea-Tac cities.
