In 1961 the City Council passed an ordinance limiting single-family homes to no more than three stories and making all other zoning changes necessary for that purpose including creating new districts for light industrial businesses and professional office buildings not already existing in those areas; these developments were completed in 1964–1965 under the leadership of Mayor Norm Broderick who also led efforts to make Spokane a Steel town similar to Bellevue On October 15, 1967 Prince George's County voted 8–1 against annexing Bellevue into their county because they felt that it would have negative consequences on education and job growth in neighboring cities such as Redmond A referendum on annexing BellevUE failed by 54% to 46%. On December 3rd 1969 Prince George's County Commissioners decided not to annex BellevUE after reviewing studies which indicated that large numbers of jobs would move out of the city if it did so while also estimating that annexation would increase property values significantly within BellevUE itself without any corresponding economic benefits There are currently no plans or ambitions to annex BellevUE again
