The first permanent European settlers arrived in what is now Bellevue on March 21st, 1851 when 20 British subjects sailed from Kingston, Jamaica aboard HMS Beagle under Captain John Franklin Ballard with 10 others including 3 women and 2 children under the leadership of their captain Christopher Newport (brother-in-law to James Cook). They built a log cabin near what is now Pioneer Square on land donated by George Crile which they called Fort Lawley because it was erected as an artillery battery at that point in time. Three weeks later they erected another cabin nearby known as Green Cape while they awaited further instructions from Commodore Matthew Perry about their future course. On May 9th they left for what would be their new home: Prince Edward Island which lay just off shore beyond Vancouver Island according to cartographers then living thereabouts but today within Canada's borders. As soon as they landed on PEI all 20 passengers disembarked except for three sailors who remained onboard HMS Beagle until she wrecked offshore some years later killing all hands including Commodore Perry himself along with his second in command Arthur Weymouth who perished saving both men from certain death or capture by French forces control of those waters at that time Captain Ballard's party set out overland back across Canada for Albany where supplies were procured before continuing south along the coast into Spanish California circuitously avoiding Mexican soldiers during this period unknown even to Americans at that time In 1855 an act was passed authorizing American citizens travelling through Mexico or Southern California without permission from Emperor Agustín de Iturbide y Arellano to trade goods not considered contraband with locales subject only to customs duties which amounted at that time To $5 per item imported This act put America into direct competition with Great Britain Merchants operating out of Veracruz City located opposite Lomas de la Salida between 1855/56 & 1860/61 especially given recent acquisitions made by U.S.–Mexico Treatybetterer Capt Elisha Rockefeller (& Co.) On July 1st 1850 US resident Augustus De Witt purchased 640 acres northwest corner of Elliot Road & Mercer Street east side lot #8 from Juan Diego Chavez Ramirez next door owner José Antonio Nunez Moreno who had paid Mexico $2 per acre for said tract title deed dated Oct 6th 1794 . De Witt named his farm "BellevUE" after Prince Edward Island where he had been born December 12th 1778 . From here he started building fences around 5 lots situated northeast corner ½ block north frontage private road my driveway runnin down Irvington RdNW followINg rules laid down By Territorial Gov't officials appointed To oversee settlement Of NESeattle Valley thru WA RAILROAD VALLEY….
