In 1858 when Oregon became a U.S. state it included parts of what are now Bellevue and King counties; however, no action was taken to incorporate these areas into one municipality until 1861 when commissioners from both jurisdictions met to create a town site plan for Bellevue Township (later renamed Bellevue). On July 3rd of that year, following a vote by the township trustees it was announced that BellevUE would be incorporated as a city with its own council formulating ordinances similar to those governing cities within Oregon at that time including taxing rates and street names etc... This news created great excitement throughout the community as this represented an unprecedented move for any small town in America at that time. Aldermen voted unanimously to incorporation on July 5th under this new name but due to high demand from residents they decided to change it back to Bellevue on November 15th due to public opposition (see below). The first mayor of BellevUE was John Wickersham who served two terms from 1865-1868 then again from 1870-1874 before retiring due to health concerns In 1875 James Horseshoe replaced Wickersham as Mayor with much fanfare but little success as he struggled along with few resources while also dealing with local gangs which had become interested in crime because of easy access to firearms through their activities outside of work or school . On January 1st 1876 Horseshoe resigned effective February 1st because he could not get enough votes from his councilmembers for re-election – an event which has been chronicled as one of the earliest examples of political patronage in American society .
