Bellevue is located on the lower east side of Seattle and is adjacent to the Seattle–Tacoma International Airport. Bellevue began as a small town called Northgate in 1881 and became a city in 1907. It has since expanded rapidly and now contains over 50 neighborhoods within its boundaries. Bellevue was platted by John Smeaton in 1851 as part of the town of Northgate on land which he had purchased from Chief Joseph Snelling. The name "Bellevue" first appears on an official map dated November 3, 1854, when it is shown as part of the newly created township of Protection under territorial governor James Kappler. In 1870, Bellevue's original location was re-confirmed when it was renamed Northgate again with its new center at what is now First Avenue SW and Yesler Way NE. When Seattle became a city in 1907, Bellevue became one of its six wards along with Tacoma, Pioneer Square, South Lake Union (now Pioneer Square), Ballard (now Ballard Park), Fremont (now Fremont East), and Interbay areas within the City limits; however most development took place outside these wards until after World War II when larger blocks were annexed into north Seattle or east Redmond).
