In 1861, Congress designated Bainbridge Island as one of five islands within sound plus Palmyra Atoll as an unincorporated territory within US territory because there were concerns about potential collision with Russian vessels operating in Puget Sound waters dominated by Japan at that time. On July 1, 1862, following years of planning by US officials and local boosters, construction began on Fort Point Light House which served as both lighthouse and military base until 1945 when it was decommissioned due to lack of funding or competition from more important facilities ashore on Capitol Hill Naval Base across Puget Sound.
